Background & Rationale
The Civic Engagement Forum (CEF) was established in response to a growing need for informed, inclusive, and accountable citizen participation in governance and development processes in Kenya and across the region.
Over the years, significant progress has been made in constitutional reform, decentralization, and the creation of participatory governance frameworks. However, many citizens—especially youth, women, and marginalized communities—remain excluded from meaningful engagement due to limited access to information, weak civic capacity, shrinking civic space, and inadequate platforms for dialogue between citizens and decision-makers.
At the same time, civil society actors, community leaders, and public institutions often operate in silos, limiting collaboration, learning, and sustained impact. This gap has resulted in missed opportunities to translate citizen voices into responsive policies, accountable leadership, and inclusive development outcomes.
CEF was founded to bridge this gap.
The Forum provides a neutral, non-partisan platform that brings together citizens, civil society organizations, professionals, the private sector, and public institutions to strengthen civic awareness, promote dialogue, and support evidence-based advocacy. By combining research, capacity building, convening power, and digital innovation, CEF seeks to nurture an engaged citizenry that understands its rights and responsibilities and can actively shape governance and development agendas.
Anchored in democratic values, social justice, and community empowerment, CEF believes that sustainable development is not possible without active civic participation. When citizens are informed, organized, and constructively engaged, institutions become more responsive, leaders more accountable, and communities more resilient.
CEF therefore exists to enable citizens not just to be heard, but to be effective participants in shaping the future of their communities and their country.

Strategic Objectives
The Civic Engagement Forum (CEF) pursues the following strategic objectives to advance meaningful civic participation and strengthen governance and development outcomes:
Strengthen Civic Awareness and Capacity: To enhance citizens’ understanding of governance processes, rights, responsibilities, and development frameworks through civic education, learning forums, and information sharing.
Promote Inclusive Citizen Participation: To create and support inclusive platforms that enable diverse citizen groups—particularly women, youth, and marginalized communities—to actively participate in governance and development decision-making processes.
Facilitate Dialogue Between Citizens and Institutions:To provide neutral spaces for constructive engagement and dialogue between citizens, civil society actors, and public institutions in order to build trust, improve responsiveness, and strengthen accountability.
Support Evidence-Based Advocacy: To generate, document, and disseminate information, research, and citizen perspectives that inform advocacy efforts and contribute to more responsive and effective policies and development interventions.
Strengthen Civil Society Coordination and Collaboration: To enhance collaboration, learning, and collective action among civil society organizations and community-based actors to improve coherence, reduce duplication, and amplify impact.
Promote Accountability and Transparency: To support citizen-led and civil society–driven accountability mechanisms that enhance transparency, oversight, and responsible leadership in governance and development processes.
