CEF works to strengthen citizen participation, civil society coordination, and accountability in governance and development processes, with a particular focus on locally led climate action and inclusive decision-making. Our interventions are organized around the following thematic areas:

CSOs & FLLoCA Engagement Framework
CEF supports structured and coordinated engagement of civil society organizations (CSOs) in the implementation of the Financing Locally-Led Climate Action (FLLoCA) program. The Forum works to:
- Facilitate coordination among CSOs engaged in FLLoCA processes at national and county levels
- Support CSO participation in planning, implementation, monitoring, and feedback mechanisms
- Promote information sharing and alignment between CSOs, communities, and implementing institutions
- Strengthen understanding of FLLoCA guidelines, roles, and accountability structures

Community-Led Climate Resilience
CEF promotes approaches that place communities at the centre of climate resilience efforts, recognizing local knowledge, priorities, and capacities as essential to sustainable outcomes. In this area, CEF:
- Supports community engagement in climate-related planning and decision-making
- Facilitates citizen awareness on climate risks, adaptation options, and local solutions
- Encourages inclusive participation of women, youth, and vulnerable groups in climate resilience initiatives
- Strengthens linkages between communities, CSOs, and county institutions involved in climate action
Social Accountability & Transparency
CEF works to strengthen social accountability mechanisms that enable citizens and civil society actors to monitor public processes, resources, and decisions. Key areas of focus include:
- Promoting citizen oversight and feedback in governance and development initiatives
- Supporting dialogue between duty bearers and citizens on service delivery and development outcomes
- Enhancing transparency through access to information and civic awareness
- Encouraging responsible leadership and responsive institutions
Research, Innovation & Knowledge Management
CEF recognizes the importance of evidence and learning in strengthening civic engagement and informing policy and practice. The Forum:
- Documents lessons, experiences, and emerging practices from civic and development processes
- Supports basic research and analysis to inform advocacy and engagement
- Facilitates knowledge sharing among CSOs, communities, and stakeholders
- Promotes innovative approaches, including digital tools, to enhance participation and learning
Capacity Building Initiatives
CEF invests in strengthening the capacity of citizens and civil society actors to engage effectively in governance and development processes. Capacity-building initiatives include:
- Training and learning forums on civic engagement, governance, and accountability
- Skills development for CSOs and community groups to enhance coordination and effectiveness
- Peer learning and experience-sharing platforms
- Support for emerging civic leaders and grassroots actors
